New Orleans Was Supposed To Have A Plan
Chris Ruddy: New Orleans has long known that such a disaster could take place if a major hurricane hit the city. he municipality even prepared its own "City of New Orleans Comprehensive Emergency Management Plan."
The plan makes it evident that New Orleans knew that evacuation of the civilian population was the primary responsibility of the city – not the federal government.The city plan acknowledges its responsibility in the document:As established by the City of New Orleans Charter, the government has jurisdiction and responsibility in disaster response. City government shall coordinate its efforts through the Office of Emergency Preparedness.
The city document also makes clear that decisions involving a proper and orderly evacuation lie with the governor, mayor and local authorities. Nowhere is the president or federal government even mentioned:

The same power to order an evacuation conferred upon the Governor is also delegated to each political subdivision of the State by Executive Order. This is even more damning evidence that re-iterates the blatant bunk coming from the "blame Bush" crowd.
Of course, no amount of evidence will ever suffice. For the sheep living in the liberal echo chamber:
"it's one, two, three...what are we living for...to blame Bush for everything and nothing more, we keep losing elections and we are really sore!"

I hold Bush responsible for many things, several of which I've mentioned previously.
He should not be held responsible for the failure of local and state officials to do there job properly.
The federal government is not your wetnurse or your cash cow. Read your Constitution. See how limited the role of the federales was supposed to be.

lesseee...first you condemn the governor for not forcefully evacuating several million people BEFORE the disaster, then you say that the government is not allowed to do that anyway that due to the Constitution.

As for wetnurse....well...I imagine that you would want to utilize some of that cash cow that you've spent a good chunk of taxes on for yourself if...oh, say....the city you lived in and everything in the world you owned was completely destroyed.

You're not much older than I,but you are either growing senile prematurely, or you are being incredibly disingenous to try and get everybody back to your "feeling" that Bush should be blamed, despite all of the evidence demonstrated to you to the contrary. Evidence of which in the end you started deleting from the comments section of your blog because you couldn't take it any more.

Assuming your "Bush cut the mother of all plans" assertion is true, do you really expect us to believe that that cut caused the inaction of both the Mayor of New Orleans and the Governor of Louisiana, (who by the way, now don't agree)?
The Mayor is finally showing some resolve with mandatory evacuation while the Governor, (who stalled in asking for federal government assistance and deployoing her National Guard after the hurricane and looting), is once again stalling to "wait and see" before she agrees with the Mayor.

First, I didn't condemn the Governor for not "forcefully evacuating." I criticize the Governor for not taking action quickly enough. I criticize the Mayor for trying to do his job from Baton Rouge.
Second, I didn't say that they were constitutionally barred from such an evacuation.

As to what taxes are used for, I think the income tax should be replaced with a Fair Tax and besides, the Constitution clearly defines the roles and responsibility of the federal government. Anything else is left to the local and state governments.
